Oversized Unfinished Crown Insignia

Found these two strips of apparently unfinished, flat woven Crowns but have no idea of use. Have placed Major's padded rank crown alongside for size comparison. The larger of the strips measures 17 x 7 cm, with each Crown 5 cm wide.

Any ideas would be greatly appreciated.

(May well sell them in the future at some stage)
