The gun badge is 14 Field Artillery Regiment, South African Army.

The shield is almost certainly an old borough constabulary/police collar badge.

It's not a shield that I recognise from either a Borough or County Police force.

It is more likely to be part of the livery dress used at a stately home or similar.

The shield was not apparently used by Lichfield City Police, but the seal was. Note the incorrect spelling on the heading.
