Unidentified Naval or Livery Button

This button was among a mixed World War Two Royal Navy lot of badges I recently discovered but I have been unable to positively identify whether its is Naval or Livery related.

It measures 25 mm in diameter and I will probably sell it if not Naval related.

Any help or suggestion most welcome.
