A rough translation of the the Ebay listings is

"old brooch friendly group of the harbor 1903"

Not sure how friendly crossed cannons are though!

In some villages, the "Amical" is the association that promotes sport, and may also manage the village hall. Could be related to that?

In my opinion, "Havre" should not be translated . There is an important harbor and city in Normandy, called Le Havre. The French seller suggests that the badge is from an association from Le Havre. Maybe it is an association of ex-
conscripts from Le Havre, who did their military service in artillery units?
