Mystery wing in wheel badge

I would like to flog this but I can't if I don't know what it is. I did a quick search on the world wide interweb for Norwegian, Dutch, Danish and Swedish "wing wheel badge" and turned up nothing. Any ideas? One would think "transport" of some sort.

It's 34m tall.

Thanks Hawthorn. Looks like you got it in one. With that to help search (who knew there was a country called Belgium?) I was able to find the white metal one here facing the other way. "Hello", methinks, perhaps it's a collar,,,,,,,,,, which turned up this larger badge featuring the image.
