Unknown ships wheel, crossed rifles badge

Does anyone recognise this badge ? I have a vague memory from years ago of someone talking about a maritime security force but it never came to fruition.
It’s only a few centimetres long.

Looks like Northern Cyclists related to me. The 'Northern' scroll - not found on cap badge - suggests a sweetheart or mufti wear perhaps.

It looks like a Northern Cyclist Battalion brooch to me. Either a sweetheart brooch or an old comrades lapel badge.
