Default East Surrey Collar Badge?

I'm trying to work out whether the badge in the pictures below is a collar badge or, given the method of manufacture and style of lugs, whether it was it used for another purpose.

It's roughly the same size as other East Surrey collar badges I own, hence my initial thought that it is a collar badge.

It is a cast badge similar to Indian made badges, but I do not believe it is Indian made as the casting style and level of crudity is not what I would expect to see.

It's made of bimetal? A locally made badge for a sergeants CFSC?
Collar badge seems more likely though.

It definitely looks as though it is a 2-piece bi-metal construction, albeit with two different types of white metal, which seem to have tarnished differently.

It does not appear to be two pieces to me. I think those nubs are the remains of the casting process, not flattened pins.
