Abu Dhabi Defence - any ideas?

Hi Guys
Just acquired this, nice quality enamel on silver, better than Souk cast quality, pin fastening. Arabic reads Difiyeea Abu Dhabi = Abu Dhabi Defence or Defence of Abu Dhabi.

It's not the usual AD Defence Force so what is it?
