Default CANADA Title

Attached is another odd ball badge that we recently received. I've included it with a normal title for size comparison. It has the look and feel of a First World War title, having been a pickled copper badge at one time (its been polished), but is unusual in that it is substantially smaller than a normal CANADA title and it has the maple leaves on each side. The back is solid (sorry for poor scan). Anyone have any idea what it is for? Is it just another CANADA title?

I wounder if it is possible that this is one of those titles sold through Eaton's and the like to the Civilian market?

I certainly is an interesting item with those Maple Leaves to either side of the CANADA.
