Royal Mail Steam Packet and other

A couple interesting finds from the button jar of local antique shop.
The first is, Royal Mail Steam Packet Company .
Reverse has Bliss Bro's Birmingham .
We couldn't determine the Royal Cypher .
Second button at one time had a finish but it's worn off , no maker on
back of this one .
Any thoughts on these two ?
