Quite so .They certainly do now , but this jacket dates from 1960 and the guy served in the fire service in WW2 , then became involved in research regarding fire prevention in industry inc Nuclear Power Stations .This is his cap ... I dont know what the badge represents either !

Default Fire rank

Not familiar with early ranks. But is this not two ranks,
I.e. three pips= Assistant Divisional Officer laurel wreath missing circular badge= Divisional Officer?

The guy in question almost certainly was part of a "Works Fire Brigade" or a similar private organisation. They invariably made up their own ranks and did not follow those laid down by the Home Office. The Crossed axe buttons are indicative of a private brigade as opposed to one maintained by a local authority. As an aside, the cap badge looks like a cobbled together affair.

You are probably right about the private fire brigade , though all his paperwork which irritatingly does not mention rank , refers to London Fire service. The badge may be cobbled together though it consists of the IFPA enamel badge and a laurel wreath on a padded backing ... why I do not know .

Sally Bosley has it as an IFPA Cap Badge ... her example has a gold wreath though ... http://www.sallysbadges.com/shop.php?c=283
