a sort of money-document clip ....

Didier,
It looks like a very ornate Bulldog Clip with a WD broad arrow mark? Here is the ordinary type used in their millions to hold sheets of paper together, often hung on hooks on office walls.

It's a letter clip, but been issued by war department in India.
Probably Victorian
