Default United States Badge

This badge came with some U.S. medals and certificates.
Non of the certificates ref to this badge, and as there is thousands of US badges, I am having trouble identifying this one.
I would appreciate some help in naming it.

The badge is brass and enamel 3 part construction. Measuring : 50mm (2") diameter.

I wonder if it's Yugoslavian, the blue white red bars representing the post Tito Yugoslavian and FRY flag, although that flag is or was used by others.

This is a FORSCOM General Staff Identifation Badge, US Army. FORSCOM = Forces Command.

Must have something to do with United States Army Forces Command (FORSCOM) , photo is of their DUI.

From the same site :
"I think it was a local, command approved badge, for wear while one was assigned to the FORSCOM staff. It was not a permanently awarded identification badge."
