Unknown 'Arabic' Badge

Should anyone be able to identify the attached photo of what appears to be an Arabic Regiment Collar Badge, I would be grateful. thank you. It would appear to comprise a Key and a Torch within a Laurel surround.

The second word in arabic script is AlSudan". I can't make out the first word (reading right to left)
