I found that it's a horse breast plate, but no explanations if it's police

Hi,

Your badge would appear to be what is known as a horse Martingale Badge, which was worn on the horses tack by Mounted Infantry Officers.

hi
yes its horse furniture. i had one of these, a large helmet plate and a belt buckle all with the same design.
mounted troopers which were mounted police.
