ID Wanted Please - Brass Vertical Bars in a Wreath

One thing for sure - its not the Observer Corps / Royal Observer Corps as eluded to in the listing.

Well for starters it has a half moon fitting for wear on a civilian jacket lapel buttonhole not uniform.
