Was/is this shoulder title only worn by the band at RAF Cranwell?

Yes it was. It has now been replaced by a new shoulder badge for all bands. Similar in design but says "RAF MUSIC".

From left to right;

No1 is RAF College Band.
No2 is RAF Regiment Band (Dark blue background)
Nos 3 & 4 are RAF Regiment Mess Dress badges (Blue/grey background) Officers & ORs
No 5 is Central Band post 1976 (No longer worn)

Apart from 1947 - 1950 Regiment Officers wear the same badge as ORs. Since the early 2000s the Band badges have been made with a Lurex/mylar thread and are much "shinier" like your College version.
