Default A.F.S. 9. District number?

A friend of mine has asked for some help identifying the number on the breast badge of an AFS fireman's tunic. It has inside a red ring the number 9 below AFS. I understand this is a district number, if so, would anyone know which district please?

Thanks,

David.
