Default Royal Navy Trade Badges, above shirt pockets ?.

I recently came across a RN work shirt with it's trade badge sewn on above the left breast pocket . It was the first time I have seen this and not being good with RN badges , I though someone out there might know why .

With new Action Working dress ( old number 8s working rig ) Chief Petty Officers are no longer wearing the crown over device badge on the left breast it is worn on the right arm as Petty Officers and Junior rates do , looks really weird to me.
