Default Motor Transport Red Cross Cloth Badge

A new buy to add to my motoring collection, it came with the Home Guard paperwork shown below but I suspect its not connected?

Any thoughts as to when and where this badge was worn?

It measures 63mm across.

Its a WW2 British Red Cross Society arm badge.
