Default 1945 Victory Medal

Can anybody tell me anything about this medal?

On one side is a map of Australia, being defended by a man with a sword, above the date "1945" and on the other side "Victory Medal" above a crude map.

My guess is that this medal was issued to schoolchildren. Can anyone confirm this, and/or tell me anything more about it?
