Unknown WO brassard

I know the Queens Own Rifles and other rifle regts used red background with black thread but I have never seen a black badge with black thread, the brassard is marked with a Canadian Korea arrow on the reverse, no date or manufactureer of the brassard though.

Could it be the Royal Winnipeg Rifles? I have seen other cloth badges of the same colors described as theirs.
