I hadn't noticed the buttons, I was busy trying and failing to identify the last medal ribbon. Closest I can get is the Mercantile Marine Medal which doesn't seem particularly likely (although I do have a WWI medal group of four with trio to a Northumberland Fusilier and a Mercantile Marine Medal).

There is no way of knowing if the officer was commissioned before, during or after the Great War. Are there any clues in the photograph that might help to date it? Obviously he was still serving after the Great War medals were issued, so about 1919/20 at the earliest. A look at at a 1920 Army List might be helpful, as the ribbon might be for the T.F.E.M. if had previously been an O.R.
The buttons are indeed flat. |

The fourth ribbon looks to be the Territorial Decoration (TD).
