Castle on Shield badge

I would be grateful for identification of this small badge. The wording alludes me but could be Cyrillic? Thanks, John |

I don't have a clue mate. The centre is from the seal used by the former Borough Corporation. Dave. |

The centre of the badge is the Windsor Town seal, granted to them in the 1300s. I believe Latin uses a backward N in it's alphabet.

Thanks Phil, I note that Cultman's are selling the same badge so it must be genuine. The wording is a puzzle.
