I've seen this button elsewhere but cannot pin point exactly where!! However the "winged wheel" is usually associated with railways. Identifying the crown (i believe to be Italian) could lead to more answers.

Fellow forum members will surely help you better.

It's Belgian Military Railways. The F on the back is probably for Fonson [Bruxelles/Brussells].
