Unknown ATC badge

Have had this badge for a long time. I originally thought it was Air Training Corps, but I am unable to find any reference to it. Anyone here know what it is?

Its a WW2 era New Zealand Air Training Corps cadets cloth cap badge. Around 1950 it was changed to a blue/grey woolen backing, and has otherwise remained the same ever since. It is still worn today.
