It is extremely well made and as Crest-Insignia has said properly - The Osprey blanking panels are made of Cordura [nylon]

Had no idea what a "Osprey blanking panel" was , so did a bit of digging.

The patch defininitely appears to be associated with 32 Engineer Regiment , so possibly they had these made up ?

Found another possible (plausable) 'Osprey' idea , on a "Commander’s/Admin Pouch"

"The large Velcro loop panel allows insignia to be attached to the front such as unit badges, ISAF patches or blood type."
