Default Essential Service badge

This is one I havent seen before. Its made of sheet copper with a brass fastener and painted black. It has that look of quite a few WW2 South African badges.
Can anyone say who actually wore this ?

It could easily be ESD, but what would that be in a South African context. I looked at the acronym list and nothing really fits.
