Warrant Officer rank badge ?

Has anyone any idea as to what this badge signifies ? It looks like a Warrant Officer 1 ( RSM) badge, but who wore it. It has been suggested that it might be police, but cannot find in any of the normal reference sources.
Can anyone help ?
