Default possible Kent horse

Hi, I had the top pair of badges in my collection as Hanover District but it has been pointed out they actually look more like Kent horses and may be scout associated. To me they look to be too big for scout badges. I have included a pair of Hanover District badges underneath for comparison as well as a Kent district horse. Could anyone clarify what the upper pair of horses are? thanks in advance Mike
