Default Possibly a Military Cap Badge?

Would anyone know of any information regarding this silver badge. It's Hallmarked with the initials of J.F for I believe James Fenton of Birmingham.
It's possibly a Cap Badge but I've searched and searched the internet for more details regarding its history. If anyone can provide me any information regarding it, I'd much appreciate it. Thank You.

Hi there. it's a watch fob worn on the watch chain. Not military.
