Alan,
Just had a look at the scan image on my phone. Photographer is MORA Ltd. A quick search shows the company active from 1901 into 1910's.

They had 3 Brighton Studios :

Many thanks. So anytime between 1908-38 so that does not exclude either the Cadet Battalion or Brighton College.

For anyone interested, each of these areas were the main shopping areas of the town. London Road is just that and a main arterial route into Brighton from the north. Western Road is still a prominent shopping street leading west to Hove. St James's St leads from the Old Steine east into Kemp Town.

Brighton College's cost of arms was granted in 1920 so the bespoke OTC badge must post date that date.
