Could you tell me please if this is a repro or is it classed as locally made?

As a repro its a very poor example!

It is what is called a sand box cast item, and could well be locally produced, even by Ordnance order in India due to a shortage of badges from the UK

If I had bought that, as original, I would certainly seek a refund, notwithstanding, given that particular assumption on my part, it would be hypothetical.
Regarding "glass's" that is not something that I am concerned with at this particular point in time.
