Early police silver button
This button appears to be silver, and although of closed back design, it is virtually flat. The shank is soldered to the back, as is the front, indicating an early date. The style of crown and lettering are also early Victorian. I don't know which police force or forces used it, but it would seem likely that it was one of the early borough forces that had very few officers.

There are a number of differing variations of this button, and as you suggest I believe that they were used by a number of the smaller non-County Borough forces which existed particularly prior to 1888.

A friend of mine who is an expert on railway buttons once spotted it and commented "that's a really early button, 1840's I should think". The first pattern of L&NW railway button issued from 1846 is of similar construction.
