Default dublin police horse badge

Today I was shown this badge by a local collector who would like to get some more information on this badge. Obviously it is a martingale or boss badge . It is quite well used. It has a squarish strap mount on the reverse.
can anyone give any info as to when this was used what is a 'two horse job carriage '?
