It is a bronze OSD badge, affixed to some faux leather pocket hanger creation.

I can see the mounts are the bottom so an osd as CB has said. Obviously to hang from a button but not seen one like it before.

These type of leather fob devices with badges attached tend to be a Continental military affectation - French, Dutch etc.
So perhaps a post war attachment to a European headquarters/command centre, like SHAPE or ACE? Korean war even?

In Spain we used until 1986 this type of devices to wear on the right pocket of the uniform attached to the button (we call It "pepitos") but I have never seen with a British badge!

Silly thought perhaps but could it be ATS? They had the badge of their parental unit mounted on the chest, but most period pictures show badges without a fob though.
