Sweetheart pin or field repair

So I have a set of collars for the 109CEF and I wondered if it's a sweetheart pin or a field repair, it looks like a safety pin attached to the back where lugs were removed. Though it has the same patina as the rest of the collar.

Thoughts or feedback would be appreciated?
