Default Royal Naval button

Clearly British made but for who's navy? I have checked various Naval Button identification sites and cannot find out what it is. It does not appear to be Australian, Canadian, South African or Indian.

The closest that I can find, although with a more modern anchor. is this.

It is South African Harbour Board, in use 1936-1960.

What is the RANB button, never seen that one before? Royal Australian Navy Bands/Board?

It is described as the Royal Australian Naval Brigade but how accurate that is i cannot say.

Royal Australian Naval Brigade officers' button, 1917-1920, according to Cmdr John Wilkins RANR in his A Brief History of Australian and British Naval Buttons, Buckles, Banners, Badges, and Braid, 1748-2006, 5th Edition.
