I would hazard a guess at a rather nasty right wing organisation.

A right wing group active in the 1980s that advocated for an increase in Britain's community defense capability, aka the Hedgehogs. Apparently "respectable" but it seems they did attract the odd British neo-Nazi...

Thanks to both for your help.
Interestingly, although this organisation seems to have felt that defence began at home, they did not feel the same way about purchasing their badges. I checked out the maker, and found that they are Swedish: http://www.sporrong.com/
