Isn'i this similar to, if not actually, an RA officer's full dress shoulder belt fitment (tip)? Is it gilt and what rear fastenings does it have?

yes you are correct, however it was also worn in whitemetal and gilt as a Shako Badge of the South Australian Volunteer Artillery

I was offered the sale of one in white metal from a guy in Oz.
About how much are they worth so I don't get ripped off?

you can buy them from the UK for $50-$70 on avg. sometimes a bit cheeper and somtimes a bit more
