Perhaps this would provide the answer? The elephant's head may indicate that it was a product of a gold-rich country in Francophone Africa with a Free French connection,; Chad for example.

If you accept that there might be a French Colonial connection with the brooch, there may be a French expert in the hallmarks applied to items of jewellery made in countries such as Cote d'Ivoire and Chad? Is there an exclusively French military badge forum? Mike
