From the squiggle in the middle, and its shape it looks Thai to me. I'm not sure exactly what, but maybe Army.

The flaming wheel is typical of Thai badges, and also some Cambodian.

My impression was that the badge appears to me to be upside down and until the other comments alluding to it possibly being Thai or Cambodian, I was thinking the script almost looked like Irish Gaelic to me. Now I suppose I should run for cover! regards, D.J.

100 % from THAILAND the badge is in correct position ; the central device is a wheel or chakkra ; in the middle is the number '9' in thai standing for RAMA IX = King Bhumibol , 9th sovereign of the Chakri dynasty crowned in 1950. the general design of this badge match with the Royal Thai Army flag of 1962 ; > see pic below from source : www.crwflags.com After 1979, the badge is more elaborated with a royal crown or tiare ... The traduction of the motto (to be done by an expert ...) will help to confirm the ID ........
