Default Unknown Arms- Leicester City?

Please can anyone identify this badge?

The motto is Semper Eadem, and the Arms are those of the City of Leicester. I don't think it is the old Leicester City Police badge, or VTC, so the usual fallback position is 'tramways'.

It is gilding metal coated in silver (paint?). measures 35x38mm with lug fittings.
