The shields at the heads of the tipstaves are the arms of Sierra Leone. My guess would be the rank badge of senior Sierra Leone police officers.

T
" Crossed Tipstaves surrounded by a wreath" - In Colonial Days the badge of rank of an Assistant Commissioner; surmounted by a Bath Star and/or a Crown for Senior Assistant Commissioner,Deputy Commissioner and Commissioner, dependant on the Force. The formation of the Colonial Police Service in the late 1930's,whilst achieving some consistency with uniforms and nomenclature, still did not manage to standardize ranks and titles across the board.
It appears that the illustrated badge of rank is that of an ACP Sierra Leone Police, post Indepandance, when the Crown on the head of the tipstaves were removed.
