Default Unknown badges

Can anybody please identify who wore these badges. The second is Reigate something but unusual fittings.

The REI badge was worn as a collar badge by the former Reigate Borough Police. The BIOT cap badge was worn by uniformed personnel on secondment from various British organisations e.g. HM Customs, Police, Prison Service, Immigration etc. The fittings on the Reigate badge are quite normal for that type of badge.
