Sand cast? Middle East?
Usually the easy way to tell is the copper lugs are cast into the badge. Unfortunately your photo does not give a good view of the lugs, could you supply a better picture please?

The lugs look to be in a sad condition but they do seem to be cast into the badge, so yes IMO most likely manufactured in the Middle East.
