Default Merseyside police question

Good Evening,
I recently came across this Merseyside Police badge. My question is, what was it used for? Could it be an early warrant badge? because of the blades. Or has the enamel broken off

It was a warrant badge. However, all the epoxy coloured infill has dropped out.
