Default Cyrenaica F.O. Transport Driver badge

Good day, I hope everyone is enjoying the festive season (unless working, in which case I hope your day is incident free).

I bought a collection of Colonial/Commonwealth badges recently, amongst which is this pair from Cyrenaica. The right-hand is a police shoulder title, the left-hand is noted “F.O. Transport Driver” – any ideas what the “F.O.” might stand for? My first guess is Foreign Office, perhaps covering drivers etc. for Embassy staff, so any ideas will be greatly appreciated.

These will be remaining in my collection regardless of outcome, and NOT for swap or sale.

Thank you Phil . It is a pity they were removed from the cards, but I think that, applying Occam's Razor, it would have to mean something to a clerk in the Office of the Crown Agents on Millbank so is unlikely to be some obscure local abbreviation. I wonder what happened to the Crown Agents records, whether they still exist or not?
