XI or IX

Can anyone identify this tiny (I assume) shoulder title. No evidence of being cut down from a larger title. White metal 10mm (H) x 12mm (W). Not even sure if it's XI or IX. Any help much appreciated. If it doesn't fit any of my collecting interests, I'll be selling it. All the best, Mike
