Default AWH Sergeant Jul 1942

Can anyone suggest an identity for this uniform please?

The card is date stamped 2 Jul 1942, the Sergeant (?) has ribbons for a Mons Star trio, a chain which probably has a whistle attached, his jacket buttons are plain, the cap badge looks like it includes a St Andrew's Cross and the cap has the letters AWH - Something Hospital, House, Hotel?

Probably not military but who knows? All thoughts welcome.

Jon,

No idea but I would say the badge is a pair of crossed flags on poles with a 'lighthouse' shape in the centre.
